SCHOOL NEWS (Continued from Page 1) Committee attended the county meeting of that group last Thursday night. Speedway people attending were John Fidger, R. C. Jordan, R. J. Kryter, George McClelland, and Dale Weller. The local committee, along with several other advisory groups in Marion County, urged the County School Reorganization Committee to defer action on Marion County School Reorganization. In a later meeting the Reorganization Committee voted unanimously not to propose a plan of school reorganization at this time. At the meeting last Thursday night the Speedway Advisory Group submitted a written report to the county committee. Speedway citizens may be interested in this report which is reprinted below: I. There is no need for major school reorganization in Marion County. If the committee could find a way for Woodruff Place and Center Township outside to become a part of the Indianapolis School System on a voluntary basis, there would be no need for further reorganization. All of the
eleven remaining units in Marion County more than meet the minimum requirements as set forth by the state committee. All are growing, and all are improving their educational programs. Too much argument has been made concerning the relative merits of the various school systems in Marion County. It is doubtful if it can be proved that the quality of education varies to any great extent among the various school corporations of Marion County. (A study of finalists in the National Merit Scholarship Competition indicates that the pupils from small schools have succeeded in about the same percentage as those in larger schools.) 11. Consolidation of schools in Marion County would not reduce educational costs. Figures show that costs per pupil in Marion County are less in the smaller corporations than in the larger ones; therefore, there is no reason to believe that combining corporations into a larger unit would reduce costs. 111. Further equalization of education tax rates requires state legislation. Some further equalization of tax rates may be needed, but if needed, it must come on a statewide basis. Equalizing rates in Marion County will not help the “bedroom” communities in surrounding counties. Some equalization already exists as a result of the State Minimum Foundation Program and the County Education Tax. More needs to be done, but it should not be necessary to sacrifice local control to attain this. Local communities in Marion County should be able to determine the educational program which fits their community, and if it is a more ambitious program than another community wants, they should be permitted to pay for it. IV. Local control must not be sacrificed. Even more important than equalizing educational opportunities and tax burdens, is retention of local control of schools. Eleven administrative units in populous Marion County are not too many. One Board in Marion County could not possibly represent adequately the various communities with widely differing needs. The American system of free public schools is based on local control, and preservation of this local control is a fundamental requirement of any school organization plan.
