The Commissioner of public Recreation and any directors or assistants which he may appoint shall serve without compensation. Section 3. Penalties. Any person violating any rule or regulation hereby established may be denied the right to use the facilities of any or all playgrounds and recreation centers for such period as may be determined by the Board of Recreation.
