TOWN TOPICS (Continued from Page 1) license. It becomes the duty of the Clerk to differentiate between reliable and unreliable corporations with the corporation having the right to appeal to the Town Board. Bid proposals for the purchase of a new fire truck will be opened and read Monday evening, March 16th. The new truck will replace “Old Faithful,” a Diamond T of 1935 vintage. Psi lota Xi, Gamma Theta Chapter, has generously offered to donate First Aid equipment necessary to equip a station wagon to be used as an emergency vehicle providing the Town purchases the station wagon. Many cities are now using station wagons to a great advantage for police use. Such emergency vehicles are used in some City Governments to the benefit of a great many people. The Town Attorney has been asked for an opinion relative to a Town’s authority to enter into contract agreements for such services. We hope to know very soon as the Police Department expects to trade for another car in the near future.
It has been necessary for the Utility office to certify some few delinquent sewer use accounts to the Marion County Auditor. He in turn certifies the amount to the Treasurer who must, by law, place the amount on the tax duplicates as an assessment against the proverty. In most cases these amounts are very small and everyone concerned would like to forget about them. The law is very plain and strict, however, and provides for a property sale to satisfy the amount. We, at the Town Hall, have no choice but will try to notify property owners prior to the time the account is sent to the Auditor. It has been called to our attention that we were not reporting moving traffic violation to the Indiana Bureau of Motor Vehicles. This we will do in the future so be especially careful not to violate traffic regulations, it might cause you to receive a demerit. The Town has received another commendation from the State Safety Director for not having had any fatalities during 1958. The State Highway Department has informed the Town Board that the new U. S. 136 Highway will cut 5.8 acres from the Southwest comer of the Water Reservoir ground. This means the new highway will cross the Marion-Hendricks County Line just North of 42nd Street. The Town has approved the extension of a sanitary sewer to serve 65 acres located South of the B. & O. Railroad and west of Girl’s School Road. The area will be a housing development.
This will be an election year for your Town Government. About this time every election year one hears many rumors and rumblings around the Town Hall concerning the advisability of changing the form of government, or the number of Town Board members. To you who are not familiar with the present form of government in Speedway, we explain that it is a Civil Town, not a City. A Civil Town is governed by a Board of Town Trustees, elected by the people after being nominated and voted on at a convention held prior to the date of the regular election. One trustee is elected from each Ward. There are five (5) Wards now so you have a five (5) man Board of Trustees. Each Ward should be pouulated fairly evenly. The Town has grown so rapidly that it has been necessary to

redistrict the Town before every election. Your Officials are doing just that now. A City Government is controlled by a Mayor and City Council, elected in much the same manner. Cities are classified according to their population into first, second, third, fourth and fifth. Indianapolis is the only first class city in Indiana. There is no law compelling a town to become a city, although it has been tried. Therefore many towns are larger than some cities because of their own choice. A tabulation of a 1958 questionnaire

showed that 15.6 per cent of the Speedway citizens favored a City Government with Mayor and Council. 25.8 per cent a City Manager while 58.6 per cent wanted to continue the present form. Each form has its advantages and disadvantages. Cities often have privileges that Towns do not have but just as often Towns have privileges not enjoyed by Cities. From my clippings: It is a great misfortune neither to have enough wit to talk well nor enough judgment to be silent. Wayne Baxter
