Union Carbide Subsidiary to Build Plant in Puerto Rico Plans for the construction of an ethylene glycol plant in Puerto Rico to cost about $28.5 million were announced today by Morse G. Dial, President of Union Carbide and Carbon Corporation. It is contemplated that the new plant will be constructed, owned, and operated by Union Carbide Caribe, Inc., a wholly owned subsdiary of Union Carbide. An application for tax exemption under Puerto Rico’s Industrial Incentive Act has been filed by Union Carbide Caribe, Incorporated. Completion of the plant is scheduled to be about two years after the grant of the tax exemption. This new plant will be located near Ponce, on the southern coast of Puerto Rico. Although its exact location has not yet been determined, several sites are being considered in the vicinity of the Commonwealth Oil Refining Company plant near Ponce. A long-term contract between Union Carbide and Commonwealth Oil has been signed under which Union Carbide would purchase by-product refinery gas from Commonwealth Oil, thus assuring the new plant adequate supplies of raw materials on a long-term basis. Part of the new plant’s production will be destined for international markets in the Western Hemisphere and Europe while the balance is expected to be sold in the United States. The plant will embody the most modern design. It is expected that when the Union Carbide Caribe plant starts operating in July, 1958, it will employ initially several hundred people. In addition, it is anticipated that the availability of the basic chemicals manufactured in this plant will act as an incentive for other industries to locate in

Puerto Rico. Union Carbide To Construct New Plants Construction of two new plants for the production of low-pres-sure polyethylene was announced today by Morse G. Dial, President, Union Carbide and Carbon Corporation. The two plants located at Institute, West Virginia and Seadrift, Texas, with a combined rated 'annual capacity of 55 million pounds, are scheduled for completion next year. The new facilities will be equipped to produce polyethylene by a number of new techniques, using not only the Ziegler and Phillips low-pressure processes, for both of which Union Carbide has been licensed, but also incorporating advanced technological improvements for olefin polymerization developed in Union Carbide’s own laboratories and pilot plants. Polyethylene produced by low-pressure techniques differs from high-pressure polyethylene; it has additional strength, stiffness, and resistance to heat distortion and vapor transmission. “During the past few years,” Mr. Dial said, “Bakelite Company, the Plastics Division of Union Carbide, has thoroughly surveyed the potential market for the newer low-pressure polyethylenes. These new polyethylene resins will make available a new family of plastic products that will broaden rather than replace the significant contribution that the original high-pressure polyethylene has already made to our economy.” The unit at Institute, West Virginia is scheduled for completion •in the first quarter of 1957. The second unit at Seadrift, Texas, will be in production just a few months later. . These new facilities are being
