Rogue’s Harbor North Carolina’s network of sounds and rivers gave refuge to so many pirates that early Virginians contemptuously called the state “Rogue’s Harbor.” GENERAL ORDINANCE NO. 10 AUGUST 8, 1940 An ordinance regulating traffic upon the streets, alleys and public places of the civil Town of Speedway, repealing all other ordinances in conflict herewith, declaring a penalty for the violation thereof, and designating a time when the same shall take effect. Be it ordained by the Board of Trustees of the Civil Town of Speedway, Indiana, that the following traffic code be adopted for the Town of Speedway, Indiana: ARTICLE I Paragraph 1 It shall be the duty of the Police Department of the Town to enforce the provisions of this ordinance. Officers of the Police Department are hereby authorized to direct all traffic, either in person or by means of a visible signal in conformance with the provisions of this ordinance, provided that in the event of a fire or other emergency, or to expedite traffic, or to safe-guard pedestrians, officers of the Police or Fire Departments

Paragraph 2 The Board of Trustees of the town are hereby empowered to make and enforce regulations necessary to make effective provisions of this ordinance and to make and enforce temporary regulations to cover emergency or special conditions. ARTICLE n Paragraph 1 It shall be unlawful for the operator of any vehicle to park the same at any time in the following places, to-wit: (1) On the north side of Tenth Street from Grande Avenue to Main Street Paragraph 8 It shall be unlawful for the operator of any vehicle to park the same continuously for more than 1 hours between the hours of 6.00 A. M. and 6:00 P. M. at the following places or in the following sections: (1) On the north side of Tenth Street from Main Street to Winton Avenue. (2) On both sides of Eleventh Street from Main Street to Auburn Street. (3) On the west side of Main Street from Fourteenth Street to Thirteenth Street. (4) On the east side of Main Street from Ford Street to Tenth Street. (5) On both sides of Ford Street from Main Street to Auburn Street.
Paragraph 3 It shall be unlawful for the operator of any vehicle to park the. same for more than 1% hours at any time in the following places or in the following sections: (1) On the west side of Main Street from Thirteenth Street to Twelfth Street. Paragraph 4 The following streets and parts of streets are hereby declared to be" | preferential streets and all operator? of vehicles entering upon said streets must stop before entering the same: (1) Any street or highway which is now or may be hereafter designated as a state or national highway through the civil town of Speedway. (2) Main Street from Sixteenth Street to and not including Tenth Street. (3) Sixteenth Street from the east boundary of the town to the west boundary of the town, excepting that all traffic proceeding east on Sixteenth Street shall stop for Main Street. (4) Street from the east boundary of the town to the west boundary of the town. (5) Winton Avenue from Tenth Street to the northern limits of the town, excepting that all traffic proceeding on Winton Avenue shall come to a stop before entering Tenth 'Street and shall come to a stop before entering Sixteenth Street. ARTICLE 111 Paragraph 1 It is hereby made the duty of every person, firm or corporation operating any vehicle, street-car, taxi-cab, public bus or other con-

Any person violating any of the above provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction in any court of prpper jurisdiction, be fined in any sum not exceeding SIO.OO, to which may be added imprisonment not exceeding 30 days. Paragraph 2 The city clerk is hereby authorized and directed to publish this ordinance by posting it in conspicuous places as required by law. It is further declared and ordained that this ordinance shall be in full force and effect two weeks following the date of publication of the same by posting in conspicuous places following its passage by the Town Boad of Trustees.
