Weighing the Mail. The quadrennial weighing of the mails sent out over railroads is fin* ished. There are about 175 railroads in the second division of the railway service, which embraces the Middle States. The law requiring this was passed in 1873. and the Postal Department works at one district at a time. About 3<M» extra men were employed in weighing the millions of pounds of mail matter. They were at the postoffices. railway stations, and on the ears carrying mail. The law requires the mails to be weighed every four years, so that the postal authorities can ascertain how much mail mattereach railroad carries in a day, ami thus fix the compensation nt the rates prescribed by law. Under the present law $42.75 is the pay
a year for carrying 200 pounds a mile daily. The rates graduate tipward until for transimrting 5,000 pounds daily for each mile sl7l a year is paid. After that it is graded by tons. Victor J. Bradley. Superintendent of the Second Division of the Kailway Service, says that a tabulated statement of the results of the weighing will not be ready for some time.

I To Aid the Needy in Cahn. , President McKinley Monday sent a message to Congress urging that $50,000 be appropriated, to be immediately available under the direction of the Secretary ' of State, for the relief of destitute American citizens in Cuba. Prompt action was taken by the Senate, which passed without division a resolution in accordance with the recommendation of the President. Mr. Hitt of Illinois introduced a similar bill in the House, but immediate consideration was blocked by Mr. Bailey of Texas, who insisted that an amendment be added embodying Senator Morgan's resolution for the recognition of the Cuban insurgents. Mr. Dingley objected ■ to the amendment, whereiqmn Mr. Bailey objected to the bilil and the whole matter was sidetracked.
