Dr. Roberts'apartment house maybe the beginning of a new cbpanure iiborne life in Terre Haute. It is a fact that tl.e city is not up with other oitien in the adoption of the apartment house or "flats" idea or the "brick row" of residences. The city has now grown so large that something has to be done to provide homes for those who tio not want to live far from the centpr of the city and who cannot rent a house within the desired locality. Besides, the apartment house or flats built now wilt have all the modern conveniences that were not placed in the renidenc^s built a dozen v«ars ago or more. The modern residences near the center of the o»ty HI® owned by their occupants who built them for permanent homes and of course these houses do not become rented property. The plan for Dr. Roberts' house has forty-two rooms. They are in suites and the basement will be arranged for dining rooms. There area number of eligible building sites for flats or apartment houses within a few squares of Main street and it is quite probable that by next winter several of these structures will be underway if not ready for occupancy.
Colonel Thompson Hays he is starting in on this summer with the prospfci for as good health as be has had in the past ten years. His recent illness was *,he most serious be ever had in his life. It -left him very weak but he is now rapidly gaining strength. The illn««s was not one of the sudden pros'nuions suob as attacked him frequently dnrlhgaypai or more previous to last winter. He has not had one of those attacks for some months and the recent illness wan complication of catarrhal grip and milaria.

The officials of the Congregational church, who were empowered to sell the church property with a view to building a new church are not rushing around to find a purchaser. They are very shrewd business men and they know that the value of their property is increasing dally. Dr. Crum referred to the fact that when be came here less than ten years ago he was told by those who had good judgment on real estate values that the property woold sell for 115,000 or $16,000 and now they expect to get at least twioe that amount. There are 100 feet front and as the lot on which the Rose Dispensary was erected sold for $300 a foot It la reasoned thai the Sixth street corner is worth as much if not more per foot.
There is talk of a new oil oompany here which is to drill wells and handle oil in a general nay.
It is reported the Supreme ooart has decided to reverse the decision of Judge Woods in the Debs contempt cases, and that the decUion will be handed down next Monday. This will relievo Debs and his associates from serving the sen* tence in the government case. There is another contempt case which will be the ocoasion of embarrassmeut to Jadge Woods. It is the Santa Fe case. That road was in the hands of a receiver and Judge Woods said at the time the cases were before him that no matter what the decision of the higher court might be in (he government case the defendants would have to suflfer punishment in the Santa Fe case. The question will be whether he will persist In imposing the punishment in that oaso after the Supreme oourt has decided against the principle Involved In his decision in the other case. The decision of the Supreme oourt will oome at a fortunate time for the welfare of the American Railway

Its fiscal year will begin May 1st In the work of reorganising the order it is found that the men are get ting ready to oome in after the first of tbe month as by so doing they will have to pay bat the one annual assessment for membership. However that may be I notioed that some one sent out an associated press dispatoh from here In which it was stated that the man who lost the contest on scientific points was "knocked out." Perhaps there is such a thing as a knockout which would not come under the head of prrze fight, but if so it would be difficult to explain why. I noticed c# the two oldt-f newspaper offices' that neither paper said anything about a knock out.
It is said that Commissioner Eolsem took before the grand jury a statement made in this column in regard to the police department being under the oontrol of Crawford Fairbanks. The commissioner thought this was a libelous statement. Of course it is possible that the police may have been used in the interest of the Terre Haute brewery without lr. Kolsem being aware of thd fact, but tbe supposition is that be is on sufficiently intimate terms with Fairbanks to be told by the latter what was being done in that respect. Evidently Mr. Eolsem bad forgotten that the police board formally or informally reprimanded an official

thiug, the thought of which seemed to have aroused the commissioner's indignation when he was before the grand jury. The truth is it is ridiculous to set up a plea that the control of the depart ment bas not been influenced by the Fairbanks-Lamb Tammany. When tbe Chicago Jfc Eastern Illinois people employed Lamb as their attorney they se'•ured special service from the police. Jt will be recalled that Lnmh caused some of tbe force to be sent up into Ver million county to work for the road at tbe tim4 of tbe miners' strike last year, although Terre Haute was then in need of the services of every officer, as there was more or loss disorder in the city consequent upon the strike. Those officers were an much amenable to discipline as the policemen recently dismissed from the force forstayiug under cover twenty or thirty minutes. Mr. Eolsem did not tell the grand jury any of these things In fact he did not tell anything that reflected on himself or the force until the juryman began asking him questions and beforn he left the room he was not so much incensed as he nad been. His experience was like that of some of the police officers who were talking about indicting some one for libel. They left the jury room after admitting that they had plainly violated their oath in a number of lnstanoes. it
