Admiral Belknap, U. S. N. is to the point. He stiys "the annals of Japaq for the paat thousand year* show as much personal valOr, strategic ability: and heroic inoldent as can be found in the (history of Great Britain or any^.ther European power during that period." Admiral Belknap comments on the fact that while the Japanese army and navy rank equal with those of any nation the foreigner has no place in either. Japan maintains her traditional policy of "Japan for the Japanese"—a "knownothing" policy, so to speak.
