An Indiana man, a rosident of Richmond, wauled t« be {secretary of the Uuited States legation at St. Petersburg, but it was given to a Hostonian. The chances are that Indiana's present force in the diplomatic service will not be materially increased since the result of this spring's elections are known.

SKNATOU HILL never had such an opportunity Iu his life of writing a card as when Senator Voorheos called him a "political footpad." Come to think of it, however, Mr. Hill does not belong to the card-writing class. When he has anything to say, he says, and he doesn't do it under any fictitious name, either. The hide of the Senator from Iudiana will bo worthless, even for a sieve, when Mr. Hill gets through with him.

THKRK is no great loss without some small gain. One of the results of the present industrial depression is an official notice from the Italian government, warning Italians not to emigrate to the United States. If this disturbing, cheap labor element had been kept out of this country in the past few years the workiegmen would have felt the difference. Desirable immigrants are at all times -welcome but this class has nothing to recommend it.

THK New York constitutional convention, which began its labors this week, is a notable body. Among the changes proposed to be made In the constitution of the Empire state is to strike out the word male and to give women the suffrage. Amendments are also prepared to remodel the election system of the state by entirely divorcing municipal from state elections, to enlarge the court of appeals, to increase the number of justices of the Supreme court, to abolish capital punishment, provide for biennial sessions of the legislature, and to define the rights of municipalities, especially on questions of taxation. The lawyers aw a great majority in the eonY«ntion, numbering 187 out of the 175

delegates, the remainder being bankers, manufacturers, journalists, and farmers. The convention consists of 97 Repub-s licans, 73 Democrats, and one labor man. The movement in favor of woman suffrage does not meet with the unanimous approval of the fair sex, and many prominent women in the state are organizing against it. It can safely be said that if suffrage is not granted the women it will be because they cannot unite among themselves in favor of the theory that that is what they want.

CHICAGO does nothing half way, and she is having the smallpox now in such a manner as to cause her neighbors to quanantineagainst her. Indiana's State Board of Health held a meeting this week and recommended to the Governor the enforcement of the quarantine so far as Indiana is concerned. It is charged that the dreadful disease has a muoh firmer hold in Chicago than the papers or authorities will admit, and some decided action is deemed necessary.

THE people of South Carolina have evidently jumped from the frying pan Into the tire. Right on the heels of their Supreme court decision holding the Tillman dispensary law to be unconstitutional comes another, which prohibits the manufacture or sale of intoxicating liquors in that state. Under the decision what 1b to become of that very important Carolinian industry, the manufacture of pure corn juioe out of pine tops. A southern state barred out of the manufacture of pine top whiskey would be a spectacle interesting to contemplate.

THE unsatisfactory investigation of the defective armor plates produced by the Carnegie company for the government is not to rest in the present status, if Secretary Hubert has anything to do with it. He has decided that an inquiry merely into the quality of the plates furnished subsequent to the settlement made by the Carnegie company will not suffice, and has ordered that the investigation shall cover every detail of the entire period of the contract. If further investigation shows deeper frauds the president will meet with wholesale condemnation if he dares to reduce any fine that may be assessed.

IT is stated that ex-Senator Blair, of New Hampshire, who has been promoted backward from the Senate to the House, has taken an oath never to have his haircut until his famous educational bill becomes a law. He is permitting his hair to remain uncut, and it now falls upon his shoulders and ourls up at th© ends in a way that promises to soon hide his features from publio view, Mr. Blair's tongue has been silenced since he became a member of the House, because there is a rule in that body that cuts off the freedom of debate, and his voice is seldom if ever heard. If the gentleman persists in his intention, he will become a greater freak than he has already shown himself to be, and ere the century winds up, he will be a bright and shining light in aside show attachment.

THE social purity people in Sioux City, Iowa, have adopted a novel method of ridding themselves of an element that is detrimental to the moral interests of that community. Some time ago they gave notice that If the immoral houses in that city were not olosed by May 1st they bad an officer who would raid them and arrest every person found

in the places. A constable and two specials have commenced the crusade, and so far forty wortten have been arrested and held to the grand jury. A number of prominent young men were arrested in the places and carted in an open vehicle to the court. Indications are that the movement will result in the closihg of all of these places in that city. A dispatch from Sioux City telling of these facts adds the somewhat remarkable fact that the business men are greatly incensed by this course, and are making strenuous efforts to head the society off by enjoining the cbunty from paying the court fees in the cases. While a fight like this has many features that are not to be commended, either from a moral or social standpoint, it is difficult to see what particular interest business men can take in it.
