Williams of this State, well known in this city, has formally concluded au engagement with the Japanese Minister, and will go to that country for the purpose of organizing an internal revenue system there similar to our own. General Williams is now second 1 H-puty Commissioner of Internal Revenue, and has also had experience as Assessor, Collector and Supervisorof Internal Revenue, with mark* ed acceptance to the Government. It is considered that no better selection could be nisde. The engagement is for three years at a large salary. General Williams will sail from San Francisco for Japan ou the .first of January next.

Col. E. C. Boudinot found himself involved in difficulties with his people upon his return to the Cherokee Nation. A dispute has arisen regarding the title to his lands at Vlnlla, the junction of the Atlantic and PnciHe and Missouri, Kansas and Texas Railroads. The tract comprises some 2,000 acres, and tho dispute Is betw«en parties professing to represent the Cherokee Nation, who claim the right to Iny out towns, and Colonel Boudinot. The latter enclosed his claim under the

Cherokee laws,

several months before the depot was established In Vlnlta, but on the 18th ult., the commissioner* sold a number of lots, claiming that the Colonel had no title to the land. They posted placards on the depot at Vlnlta, declaring that Colonel Boudinot Is a cltlKen of the I'nited States and not of the Cherokee Nation. People are taxed for what they own on the first day of January of each year. Taxes are due on and after the 15tli day of October, and if not paid before the third Monday in April following, ten per cent, penalty is added after which the Treasurer or his deputy is required to call upon every delinquent tax-payer in his county and demand the delinquent taxes, and if necessary to seize and sell property to make the same with constable's fees.
