Study Judges In Walts Trial SHELBYVILLE, Ind., Oct. 4 (UP) Defense and state, attorneys today studied a panel of three judges, one of whom will preside over Robert Austin Watts' second trial fcr the 1947 sex slaying of an Indianapolis woman. " Shelby Circuit Judge Harold Barger, who presided over Watts' first trial in January, 1948, yesterday granted a defense motion for a change, of judge. Defense Attorneys Warren M. Brown and Emerson J. Brunner said Watts could not receive a "fair and impartial" trial from Barger. One cf the judges , will be "scratched" by the defense and another by the prosecution. The third will preside and set the new trial date. They were Samuel J. Offutt, Hancock Circuit Court; George W. Long, Bartholomew, and William F. Marsh, Rush. Watts was sentenced to the electric chair after his conviction, Jan. 28, 1948. He won repeated stays of execution and the U. S. Supreme Court granted him a new trial, when it ruled, 6 to 3, that ?atts was not given all of his Constitutional rights after his arrest and during his trial. He is accused o" killing Mrs. Lois Burney, a northside Indianapolis housewife, during a "struggle for a shotgun in her home, Nov. 12, 1947.

United Press Staff Correspondent WASHINGTON, Oct. 4 (UP) Navy sources said today that court-martial action may be taken if Navy Secretary Francis P. Matthews can find out who gave newsmen copies of confidential letters challenging his unification policies. In the letters, Adm. Louis E. Denfeld, Chief of Naval operaions, and two other admirals threw their support, in varying degrees, behind Capt. John G. Crommelin's charge that unification is destroying Naval offensive power and jeopardizing the national security. Tito Releases Cominformists From Prison BELGRADE, Yugoslavia, Oct. 4 (UP) Marshal Tito has, freed half the Yugoslav Cominformists in his jails, it was officially disclosed tonight. An amnesty for 713 persons,
signed Oct. 1 by Col. Gen. Alexander Rankovic, interior minister and No. 2 Yugoslav Communist, said the pardons had been granted because "socially useful work in prison" had produced "favorable results." A ministry of information spokesman said all 713 had been arrested for activity supporting fhc Cominform. Borba, the official Communist party newspaper, said in an editorial Aug. 17 that a total of
1,416 persons had been arrested on charges of pro-Cominform activity. However, a report from Lake Success thac'CTe" Yugoslav government is considering releasing MSG-R. Alois Stepinac, Roman Catholic Archbishop of Zagreb, was-written off by all quarters here as "wishful thinking."' Most observers believed the archbishop would not be freed at a time when the Yugoslavs are being accused of selling out to the West. MSGR. Stepinac was sentenced in 1946 to 16 years" in priFon on a charge of collaborating with the Germans. Marshal Tito's declaration yesterday ; that Yugoslavia would fight until "the last breath" if attacked and would "take its struggle with Russia before world opinion was being studied with the greatest Interest here, iwo points in particular were said to have made a deep impression on Eastern diplomats. First was the unusual repetiT tion of Tito's declaration that the arrpv would fight to the last if atacked by t the Red Army. He referred to this four times.
Matthews was said to be very much disturbed" over the leak. Denfeld, too, was reported to be "quite concerned" about publication' of the letters. It was said that he had intended his comment to be a confidential matter beween himself and Matthews. The two held a hurried conference when the "secret" letters broke- into print last night.
Though 'neither Matthews nor Denfeld, would comment, thert were indications that an investigation might be ordered to determine who made copies of the letters and released tnem to the prss. A spokesman for Defense Secretary Louis Johnson said he had no comment on the incident. He was said to regard tl.e matter as strictly a Navy problem. The outburst promised to have major repercussions in Congress tomorrow when' the House Armed "Services Committee resumes its investigation of a Navy-inspired attacji on the Air Force's B-36 program. The letters backed up Crommelin's claim that morale among Navy officers is shot to pieces because they believe the Air Force is taking over the military establishment and shoving the
Navy into the discard. The claim was started by Vice Adm. Gerald .F. Bogan, commander of the First Task Fleet in the Pacific, who sent a letter to Matthews "through channels" on Sept. 20. He expressed "hearty and complete agreement" with Crommelin. Adm. A. W. Radford, commander-in-chief of the Pacific Fleet, cleared the letter to Denfeld two days later with a careful endorsement stating that "rightly or wrongly" the majority of officers in the Pacific fleet agreed with Crommelin.
