Lucas Won't Sel

Adjournment Date WASHINGTON, Sept. 12 (U.R) Senate Democratic Leaner Scott W. Lucas, 111., says he has refused to set an adjournment date for the Senate because he fears a Republican filibuster against the administration's must legislation. "I know the Republicans would love to have me set a definite date, say Sept. 30, and then fill up all that time with the reciprocal trade bill and the arms program alone," Lucas said. "They ate not going to get the chance." In a transcribed interview with the Gannett News Service staff yesterday, Lu?as said these five measures are still on the must list: extension of the reciprocal trade act, arms for Europe, pay raises for the Armed Forces and for top government officials, a new farm price support measure and a liberalized displaced persons law. Luca? predicted that despite GOP. "delaying tallies" President Truman's legislative program will be adopted "step by step."

Johnson Approves Aid To Yugoslavia

CHICAGO, Sept. 12 (UP Secretary of Defense Louis A. Johnson says he is in accord with Secretary of State Dean Acheson on America's proposed aid to Yugoslavia and reports to the contrary are "utterly without foundation." In a transcribed radio discussion program with three Illinois Congressmen, Johnson said he occasionally was at odds with Acheson but added, "When Dean and I disagree, as we do sometimes, we sit down and out of the talks there comes agreement." The broadcast centered around the reported Johnson-Acheson split over U. S. aid to Yugoslavia, particularly the promise of a U. S. steel mill to be shipped to Marshal Tito. "I am not worrying about the present decision on the steel mill going to Tito," 'he said, "we'll take a look at that a year from now and see how things go between Tito and Stalin."

Building Costs Down, Says Industry FRENCH LICK, Ind., Sept. 12 (UP) The general contracting industry was told today that construction costs are down nearly 10 per cent from a recent peak and that a "period of stabilization" appears to have arrived in the industry. The report was given at the opening session of the midyear meeting of governing and advisory boards of the Associated General Contractors of America, by managing Director H. E. Foreman Foreman said a survey showed upward trends in construction costs from only two per cent of association directors and chapTer managers involved in the survey. Hall reported -costs had stabilized and 43 per cent said there was a downward trend. . ' ' ' r "Of those reporting that costs had stabilized, the average' estimate in eight of the organization's 12 districts and a "downward trend" was reported in three. The building construction cost decline from the peakaveraged 9.5 per cent.
