Approves Arms Aid To Europe By John L. Steele United Press Staff Correspondent WASHINGTON, . Sept. 9. (U.R) A Senate committee today approved a $1,314,310,000 military aid bill to arm the free nations of the world and gave President Truman authority to spend $75,000,000 for arms to China. By a 19 to 3 vote, the combined foreign relations and armed services committee voted $1,000,000,000 for military assistance to the North Atlantic Pact nations. All but $100,000,000 of this amount will be withheld until the U. S. approves the pact's defense council recommendations. Members voted 11 to 9, along, straight party lines, to give Mr. Truman authority to spend up to $75,000,000 in China and the Far East if he sees fit. The amendment was opposed by Republicans who fought for a definite order that arms should go . to Chinese anti-Communists. .

, The bill also carries $211,370,,000 for Greece and Turkey, and

$27,640,000 for Korea, the Philippines and Iran. It granted all but $160,990,000 President Truman asked for Western Europe and added the $75,000,000, which the President did not request. Chairman Tom Connally, D., Tex.,' said committee members will give the measure final approval Monday. He said that compromises drafted in 19 executive committee sessions should pave the .way for "substantial" unanimity in the committee and on the Senate floor. . Before the committee approved the spending total it rejected, 13 to 10 an amendment by Sen. Walter F. George, D., Ga., to trim $200,000,000 off arms funds for Europe. The European program, comprising the bulk of the arms bill, Would find the U. S. sending abroad guns, tanks and planes in fulfillment of its "one for all" commitment under the Atlantic pact-.-The weapons would be drawn from U. S. surplus and reserve warehouses, plus a small amount of new arms production. The committee voted that $100,000,000 vshould be made available to the pact nations immediately.

SAN FRANCISCO, Sept. 9 (UP) The 11,200 ton British motor ship Pacific Enterprize with 54 persons aboard ran onto the rocks at Point Arena early today and Coast Guardsmen said the vessel was in danger of breaking in the pounding seas. Coast Guard headquarters here said the ship ran aground fast on the treacherous rocks and wps "taking water badly, in holds one, two and three." FRENCH SUB COMPLETES TRIP PARIS, Sept. . 9. (UP) The German-made French submarine 25-18 arrived at Toulon from Lorient after 17 days without surfacing, the newspaper Le Parisien Libere reported today. The nearly schnorkel-type sub made the 992-mile cruise at a reported speed of five to eight knots and at an average depth of 55 feet.
