Hawaii Plans To Seize Struck Docks Today By WiHard D. Eberhart United Press Staff Correspondent HONOLULU, T. H., Aug. 9 (UP) A territorial government official promised today to seize the strikebound Hawaiian docks before nightfall by invoking the new territorial dock seizure law. The threat started an immed-r. iate flurry of new efforts to settle the three-months strike of the CIO International Longshoremen and Warehousemen's Union which has brought rthe islands to a virtual state of blockade. : . Federal Conciliator George Hillenbrand said he had spoken to both union officials and representatives of the seven struck stevedoring firms in efforts to schedule new negotiations. He said he was hopeful the new negotiations will be successful. Tours Islands Persistent reports said the new negotiations will start as soon as Harry Bridges, president of the ILWU, returns to Honolulu. He now is on a three-day tour of the islands to observe scattered strike fronts. The union struck for a 32-cent an hour wage increase, which the seven companies refused. Observers pointed out that only a company-union agreement ending the strike dispute could intervene, to stave off government seizure of the docks under the new law passed Saturday by the territorial legislature. Vessel Sails These developments were paced by the secret sailing last night of the Isthmian freighter, Steel Maker, second ship to sail with cargo from the Hawaiian
Islands since , the strike started. . The vessel was manned by the AFL Seafarers (International Union which sailed the Steel Flyer from the islands a fortnight ago. Ray Adelmeyer, president of of the independent longshore firm which loaded the freighter, claimed the sailing made Hawaii an "open port." President lHarry Bridges of Ithe ILWU replied Hawaii would not be an open port until Matson ships sailed a regular schedule. . "I hope they get Bridges," a crew member shouted as the ship hauled anchor. -Another yelled: "I'll be back when Harry , Bridges leaves the islands. It feels good to be going."

Y., (U.R) United Nations Secretary-General Trygve Liei ' launched" "his own peace offensive today with a six point plan urging joint EastWest efforts to reverse dangerous economic trends and adoption of a Western-opposed blueprint for Italy's former empire. Lie's peace-insurance program, one of the boldest proposals of his UN career, clashed with the Western power views not only in advocating direct UN trusteeship over the one-time Italian colonies but also in suggesting blanket endorsement of 14 nations seeking UN membership. On the other hand, Lie flirted with Soviet ire by reaffirming his plea for creation of a UN guard and field reserve panel.

WOjMAN DIES OF INJURIES EVANSVILLE. ., Aug. 9 (U.R) Mrs1. Myrtle Hoyt, age 53, of Evansville, died in St. Mary's Hospital yesterday from injuries suffered when struck by an automobile. The car was driven by William H, Houghton, age 39, of Louisville, K. A coroner's report said the woman was in a pedestrian island when hit.
