WASHINGTON, Aug. 5 (UP) Congressional foreign affairs experts said today that the administration's willingness to compromise has greatly improved chances of action this session on the military assistance plan. . Groundwork for the compromise on President Truman's $1,450,000,000 arms aid program was laid last night at a secret conference among Secretary of State Dean Acheson, Chairman lorn Connally of the Senate Foreign Affairs Committee, and others. Sen. Arthur H. Vandenberg, top Republican foreign affairs spokesman, said the compromise efforts . indicated "encouraging progress" toward an early agreement. Previously, he had branded the original administration proposal as an "incredible" demand for powers. The compromise reportedly calledfor elimination of a cause which would have permitted Mr. Truman to send arms to any nation he wants. Instead, the new bill would specifically designate arms recipients as the Atlantic pact nations plus Greece, Tur-
