IndianapoIisSfrefches Association Lead . By United Press Indianapolis took a three game lead over St. Paul today and Milwaukee edged within four games of the Saints in the American Association. The Indians set the Saints down 7 to 2 last night, Milwaukee beat Louisville 5 to 3, and Columbus defeated Kansas City 2 to 0. A double header between Minneapolis ' and Toledo was rained out. . Although they pegged Pitcher Mel Queen for 11 hits, the Saints couldn't score until the eighth inning, when they ran their two across. The Indians by that time had their seven and were set for the night. j Louisville's George Wilson hit a homer in the ninth with one on to prevent an otherwise Milwaukee trouncing, while Columbus found that a run in the first and another in the seventh was enough to stop Kansas' City. Blue Bob Keegan and Red Bird Harvey Haddix each pitched six hit ball. Minneapolis and Toledo try another double header tonight. Kansas City remains at Columbus, St. Paul at Indianapolis and Milwaukee at Louisville.

ConirolGermany WASHINGTON, Aug. 3 (UP) The State Department said today it will have to drop plans to take over control in Western Germany unless the Senate rejiggers its $5,647,000,000 foreign aid bill. The Department sent Democratic Leader Scott W. Lucas, 111.,
a memo on the subject as the Senate re-opened its battle over money for Marshall plan countries and others. j . The State Department is supposed to take over occupation government functions which the Army has exercised since VEDay. It told Lucas the Senate appropriations Committee cut out of the foreign aid bill authority for Peresident Truman to trans
fer occupation funds from Army to State. i ' "This," the memo read, "would block current plans for the transfer to the Department of State of reponsibility for the government of Germany." Lucas said he felt sure the Senate will restore the transfer provisions. He' will also try to kill a couple of provisions written into the
jaid measure by the committee. jThey would earmark $50,000,000 j in foreign aid for Spain and alI most $1,350,000,000 for Marshall plan purchase of surplus U. S.
