Two Democrat
Oppose Brannan Farm Program
WASHINGTON, July 20 (UP)
Keps. 'A. S. Mike Monroney, D., Okla., and Albert Rains, D., Ala., two Congressmen who usually support administration policies, came out today against its farm bill. As the House prepared to take up the measure, Monroney and Rains said they would vote to reiect the legislation, which would authorize Agriculture Secretary Charles Brannan to make a "trial run" of his proposed program of direct subsidies to farmers. The defection of the two Conpressmen bolstered a coalition of Southern Democrats and Republicans who are pushing a substi-1 tute proposal. Their . measure would continue present price supports for another, year and suspend the Aiken law, which is now scheduled to go into effect on Jan. 1. - t Rains said that the administration's bill "is a booby trap for farmers and, if adopted, is certain to' boomerang on the Democratic party." "Why substitute' a gamble for a good thing?" he asked. "The Democratic party is trying to wreck its most successful and ponular program." The administration bill would authorize Brannan to pay a direct subsidy to the farmer when his market price for potatoes, eggs and shorn wool fell below a government-pegged price. The "trial run" would be limited to a two-year period.

SUSPENSION OF WHITE HOUSE military aide Maj. Gen. Harry H. Vaughan in Washington's "five percenter" probe is demanded by Rep. Paul W. Shafer (R) of Michigan. Shafer said "Vaughan brags that he knows the inside situation. There's as much reason to suspend him as the other generals." The others are Maj. Gen. Herman Feldman, quartermaster general, and Maj. Gen. Alden H. Waitt, chemical corps chief. Siiafer said Vaughan has stated he knows "at least 300" persons who helped business men get government contracts. No graft evidence has been found. decision would 'have to be reported to the Chief of Army Engineers. Meets ApprcvaJ Approval by the Corps chief would enable the' survey, he said, Other proponents of the scheme were Indiana Congressmen Ray Madden and Charles Halleck. The hearing was attended by some 200 representatives of various organizations. Chamber of Commerce delegates from East Chicago, Ind., argued against the project. They said present harbor facilities in the area were adequate and not being used to capacity. Kenneth Schellie, consultant for the state rivers and harbors commission, estimated the. cost of the project at $17,436,000. The Federal government would bear $9,038,000 he said. Schricker said he could set up a port authority which would issue bonds to. cover the remainder of the cost.
