In an initial Federal coal mine inspection report released today by the Bureau of Mines, a Federal coal mine inspector recommends safer blasting practices, further ventilating precautions and other safeguards for the Pine Ridge mine near Fleasantville, Sullivan County, Ind. Operated by the Pine Ridge Coal Company, this mine employed 18 men and produced 85 tons of coal a day when James A. McCune inspected it in June. Noting that , black blasting powder was charged on shift and fired off shift, Inspector McCune advocated the exclusive use of permissible . explosives or permissible blasting devices stored, transported, and fired in accordance with the Federal Mine Safety Code. He also Suggested using only permissable electric cap lamps und.ergr.ound, and prohibition of intentionally creating any arc,, spark, or open flame, and of carrying any flame-making devices in the mine. -Inspector McCune proposed more air for the working places, always closing air connections between entries except the last one, incombustible main stopping, another permissible flame safety lamp, weekly examinations for gas and other hazards, and offset installation, explosion, doors, a-fireproof air duct, and air reversing facilities fcr the ventilating fan. He commended making preshift examinations. Endorsing the systematic timbering method, and frequenl roof-tasting by the workers, Inspector McCune suggested always setting safety posts as needed, prompt replacement of timbers removed by cutting machine operators, and examinaof the haulageway roof by the officials each shift. Other recommendations called for unobstructed haulage way clearance, insulators for the power wires and other electrical and mechanical safeguards, underground fire fighting equipment, and 100 per cent wearing of protective footwear.
