(UP) The Russians arbitrarily cut Western truck-traffic into Berlin by 80 per cent today and forced postponement of a four-power meeting to discuss the city's economic plight. Soviet authorities closed all border crossings between western Germany and the Soviet zone except that on the Helmstedt-Ber-lin super-highway. There, they used every ruse to slow traffic to four trucks an hour.
