21 AMERICAN REPUBLIC foreign ministers the Council of the Organization of American States are considering Costa Rica's plea for aid to halt an invasion Costa Rica claims was launched from Nicaragua. Costa Rica demands invoking of military clauses of the Rio de Janeiro pact, claiming the invasion, is under leadership of Calderon Guardia, backed by Communists, Nicaraguan national guardsmen and Costa Rican exiles. Guardia is a former Costa Rica president kept from office last May by'Jose Figuefes. military junta leader who disbanded Costa Rica's army recently. (International)
