" THE BERLIN CRISIS Just how the Berlin crisis will be solved now is a big question. The Russians have made a settlement more difficult by their decision to set up a separate city government in their zone in Berlin. They did this by organizing a "rump" city, government and by claiming that it represented the. entire city. 1 Their action underlines the action in the United Nations by the Red delegate in stopping all attempts to bring the crisis before that body. Just what will happen is the big question, but it makes the possibility of an immediate settlement even more remote.
