the explosion, the inspectors said, the No. 2 ventilating ' fan had stopped due to power failure, and the electric power was not cut off in the mine. "When a main ventilating fan fails or stops," the inspectors said, "immediate action should be taken to cut off electric power and withdraw men from the face regions. If ventilation is restored in a reasonable time, face regions and other places where explosive gas is likely to accumulate should .be reexamined by certified or capable supervsoirs, and if free from explosive gas, power may be restored and work resumed. Otherwise, all underground employees should be removed from the, mine." During ' the inspection, explosive gas was detected at several points in the mine, but it was not promptly removed in all instances, the inspectors . said. They advocated immediate improvement in ventilation whenever the explosive gas content of the air in face operations exceeds one percent, greater use of line brattice to remove gases, a strong enough air current at working faces under any condition to carry away any flammable or harmful gases, and ( airlock doors or attendants at the single doors on some panel entries. found in practically all parts of the mine, the . inspectors said. The rules prohibiting smoking should be complied with, and no matches and other flame-making devices should be carried in the mine, the inspectors added. Endorsing rock-dusting to within 80 feet or less of the faces of rooms and entries, Inspector Perz, Sheridan, and Davidas suggested heavier rockdusting wherever needed to minimize dust-explosion dangers, use of water or other means to allay coal dust durng cutting, and the removal of all coal-dust accumulations from roadways. Recent improvements included setting safety posts and permanent ; timbers in accordance with the systematic timbering method, substantial,,, and ' nonconduitive containers for carrying explosives and ' detonators to the working faces, and wearing protective hat3 by all underground employees. The inspectors endorsed the use of permissible explosives and permissible blasting units for blasting between shifts, but they suggested safer stemming practices, further pracautions in storing explosives and detonators, and several haulage and electrical safeguards.
