6 Hcosier Teachers To Get Certificates SOUTH BEND, Ind., Oct. 7 (UP) Six Hoosier teachers and research men will be awarded "certificates of merit by the U. S. Office of Scientific Research and Development for their "services to the Armed Forces in World War II" here Oct. 9, Notre Dame University officials announced today.
The men to be honored were Dr. Charles C. Price, head of the chemistry department at Notre Dame; Dr. Sid Robinson, physiology professor at Indiana University; Dr. Foster S. Rieke, assistant physics professor at Purdue University; Harold E. Churchill and Charles O. Slem-

U.S. Preparing For Atomic War, Soviet Charges PARIS, Oct. 7 (UP) The United States is preparing for atomic war, Russian Delegate Andrei A. Vishinsky charged again today in an arm-waving, vitriolic speech before the political committee of the United Nations. Denouncing the world's "mad armaments race," Vishinsky referred to the headquarters of the U. S. Department of the Army in the Pentagon Building in Washington in these terms: "In the Pentagon there are. people who are men of action of military trade who are preparing a new war, working out plans fr:r 50 years ahead." Insisting that the atomic bomb is an "aggressive weapon" only, the Soviet deputy foreign minister cried: "Those who don't want to spread mastery over foreign territory don't need to clutch this weapon for attack." It was Vishinsky's first UN speech .since Tuesday, when he announced that Russia would boyrott Security Council debate on the Berlin crisis, in which the Western Powers charge Russia' with threatening the peace, by the blockade of the
