Credit Controls To Take Effect On 5ept. 20 : WASHINGTON, Aug. 20 (UP) New government controls om installment buying of automobile and 10 other items will go into effect a month from today. The Federal Reserve Board 'announced the new rules last night. They require a one-third down-payment on automobiles and a xme-fifth down-payment on. the others. In most cases, the customers must pay the balance within 15 months. v ; "The new controls were authorized by the recently-enacted anti-inflation bill. They are designee! to cut down the demand for durable goods by curbing' the power .of the ordinary consumer to obtain them on credit. Similar controls were in effect during the war. Resides automobiles," other items coming under the new restrictions are cooking stoves, disft washers, radios (including television sets and phonographs), sewing machines, vacuum cleaners, s,nd furniture and , rugs.In general, the restriction which become effective Sept. 20 apply to all purchases costing ..between $50 and $5,000. Consumers buying item?, priced at more than $1,000 will be given . an additional thret months 18 months final to pay the full baiance on theii purchase. In addition to the 11 specifically mentioned durable items, the new restrictions t al'altt" apply to repayment of private loans for vacations and other nonemergency purposes. There is, of course, na requirement foi. any down-payment on loans. Consumers who borrow funds to meet hospital, funeral or doctors' bills nay work out a repayment agreement with the . lender. & 4V Merchants who violate the new regulations are liable td a maximum penalty of $10,00.0 fine and 10 years imprisonment. The wartime controls required a one-tnird down payment on virtually all items. Zooming Prices In Livestock Spur Troubles (By United Press) Zooming prices at the nation's livestock markets spelled new trouble - today for housewives trying to hold living costs within the margins of their husbands' paychecks. : Department of Agriculture experts said seasonal scarcity would tend to hold the price of meat on the hoof at high levels for some time. Experts in the meat trade said the price boosts must be passed on to the housewife. ' But there was evidence today that the petticoat rebellion to fcrce meat prices down with buyers strikes might be having some effect at the retail level. San Francisco butchers complained that choice cuts of meat teheir refrigerators due to the were beginning to pile up in activities of "Mama's OPA", a group .of women pledged to buy no meat costing more than 65 cents a pound. At Cincinnati, " a chain of grocery, stores sold pork chops at e5 cents a pound, down from 97, and bacon at 53 cents, down frpm 57. Some cuts sold as low as 26 cents a pound.
