Douglas MacArthur today ordered the government to eliminate most controls over Japan's export trade on Aug. 25. In a sweeping order to the Japanese government, MacArthur authorized Japanese sellers and foreign buyers to conclude expojt contracts directly, Since the beginning of limited private trade a year ago, traders have been required to negotiate exp.-.rt contracts through the Japanese government's board of trade. This will no longer be necessary. Allied headquarters officials said the new rules will remove red tape and lift much .of the administrative burden from the Japanese government and Allied headquarters.
