WASHINGTON IS FOLLOWING the trend of, the cities in the Northeast, and considering daylight saving time. The Senate yesterday completed Congressional action on the measure by passing it, after the House had passed it. The bill now goes to the President for action.

WINSTON CHURCHILL has turned painter. Two of his works have been accepted for snowing in the Royal Academy, Britain's foremost gallery. The two paintings were submitted under a pseudonym of. "Mr. Winter" and the committee said that it did not know who the painter really was.

SENATOR ELLENDER, Dl, La., yesterday introduced into Congress a bill that would increase the amount that persons could spend on a fight for nomination and election to Congress. His measure would set as a maximum, $50,000 for ambitious Senators, and $12,000 for would-be Representatives. The limit now is $25,000 and $6,500. ;
