This Morning's Headlines , THE RUSSIAN NEWSPAPER 1SVESTIA, in a Sunday article, criticized those who called the Moscow Conference a failure. It said the four-power foreign ministers had done a "lot ol; work" toward writing the German and Austrian treaties. The editorial criticized the United States and Britain for what it called "imperialistic" tactics, in trying to impose their desires 'on the conference. Observers in the embassies of the Western powers said the tone of the editorial was constructive, and reflected a Soviet desire to continue international deliberations on world problems. -

It upset a 20-yearold custom, which was that they never closed as long as there was a customer inside. In fact, it was the first time that some of them had ever closed.
GREAT BRITAIN IS READY to accept any decision that the United Nations makes on the Palestine question, but will insist that the world organization enforce all its decisions. At the same time, a spokesman for the British government said that his government had no intention of implementing any decision, "just or unjust." The Arab League has indicated that it will demand that Palestine be declared independent at the session of the United Nations that is meeting to consider the Palestine question.
