collected to the maintenance of a "community center" upon the premises of the "Dart 'n' Arrow" canteen. According to this spokesman, in order to render the canteen unquestionably "public", the bylaws of the "Dart 'n' Arrow" will be amended to eliminate the present fifty-cents-per-year dues paid by its 'teen-age members, rendering all 'teen-age children of .the City of Sullivan and of Hamilton Township automatically members of the canteen solely by virtue of their age. It is not felt that the enforcement of certain present rules of conduct on the premises, such as the no-drinking rule, will render the canteen subject to criticism of not being completely "public." In fact, the spokesman stated, it is believed that the

parents of Sullivan's children and all of its citizens are desirous that such rules be continued in effect. The spokesman of Youth Recreation, Inc. also stated that it was contemplated, if the vote on the tax question is in the affirmative, that the canteen premises will be open, not only to the children of the community, but also to all adults of Sullivan and of Hamilton Township for the latter's use in accordance with the purposes of the statute, although the available nights for children and adults each week will be different ones, the 'teenagers continuing to have exclusive use of the building on half the davs of each week and the

Aost Self-Supportingr "The history of. the operation of the 'Dart V Arrow' canteen shows that the canteen can expect to be self-supporting in almost all respects except in the matter of the payment of an adult supervisor's salary. "Through the sale on the premises of sandwiches and soft drinks and through juke-box revenue, the canteen has. generally been able to pay its current operating expenses, but its revenue has not in the past, as a rule, been sufficient to pay, in addition, the salary of a supervisor and during all of the time when there has been a paid supervisor his salary has been paid with the helo of donations of interested citizens. Presumably this condition would hold truej in the case of adult' participation in the recreational activities car-, ried on at the 'Dart .'n' Arro&' premises. "It is now proposed by the Board of Directors of . Youth Recreation, Inij., that under a certain Indiana! statute enabling it to be done, sufficient money be raised through local taxation to enable the employment of a fulltime, traifted supervisor for the TJart 'n' Arrow' canteen. It is not expected or desired that money be raised through taxation to carry on the entire operation of the 'Dart 'n' Arrow', but only to pay the salary of a fulltime, trained supervisor."It is anticipated that the remaining expenses of the canteen's operation shall, as heretofore, bs met through the sale of soft

visor's salary, should be met through the earnings of the canteen and through public donation, it believes that the supervisor's salarv should be definitely assured through taxation, because only in such event will the corporation be able to obtain and to afford the employment of a fulltime, trained supervisor to operate the canteen on a permanent basis for the'good of the children of the community through the coming years. "The corporation does not believe that tax money should be provided to meet any of the ordinary canteen expenses, other than the supervisor's salary, because such peneral availability of funds might tend to decrease the active interest of the parents and the public in the endeavor, and likewise to make the children of the community feel that they need not work continually to keep the canteen operating. -j ' " Rate Of Tax " "The statute under which this tax money is sought to be raised not .only leaves it up to the Board of School Trustees to determine 'the exact rate of the tax, somewhere between one cent and ten cents per $100.00 of taxable property, but also . leaves the expenditure of the money, so raised, up to the School Board, so long as it is ' spent byv the Board for any or all of the purposes indicated in the statute. "Among those purposes is the maintenance of a 'community center': and it is under this authorization that ' we believe the School Board can use the tax money so raised to pay the salary of a fulltime, trained supervisor

Their vot3 on May 6 on this issue will determine whether or not it is the desire of the citizens of Sullivan to help their youths through a strenuous age, beset with many problems, or whether the citizens are of the opinion that the 'Dart 'n' Arrow' should continue to try to make ends meet through complete reliance upon public charity. Whichever way it turns out, the directors of Youth Recreation, Inc. shall continue to exert their best efforts in behalf of the children of the community."
