MAYOR MARTIN KENNELLY, who has been in office just a little over a week, has ordered a cleanup, in the city, to try to oust some of the tough hoodlums that are common there. He has ordered Police Commissioner Prendergast to clean out the nests of small crime. It has resulted in a wholesale shifting of the police captains in the city's police force. It is said to be the most complete shake-up in th police force's history. . ,
EVANSVILLE'S MAYOR MANSON REICHERT has been indicted again. It is the second time this month that the Vanderburgh County Grand Jury indicted the mayor. This time he has been charged with malfeasance, malconduct, and oppression. In addition, Police Chief Wayne Berry and two policemen were indicted on the same charge. City Comptroller Julius Ritter, brother-in-law of the mayor, was indicted again.

WILLIE FRANCIS, the only' man in Louisiana who ever walked away from the electric chair, yesterday lost his last chance to avoid a second trip. Both the United States and Louisiana supreme courts have denied pleas for clemency. In Louisiana, the governor may not reduce a sentence without the pardon board's recommendation. The decision of the three-man board was unanimous against clemency.
