'. , , . , It is difficult to imagine a member of the General Assembly acting, in an unbiased, unprejudiced manner if the legislation at hand has a direct bearing on the department with which he is associated and from which he receives a salary. . -,: . -;. ' : - . . k Framers of the State Constitution and subsequent , lawmakers sensed that danger and set up prohibitions against the practice- They could not foresee, however, the workings of the clever political mind which, .. resorting to -subterfuge and with no regard to the interests of. government - or the taxpayers, maneuvered State job-holding puppets into legislative places of influence. , ' -' - . , It appears that it s high time for aggrieved taxpayers to bring suit to determine whether these multiple job-holders ;ue entitled to the salaries thev are drawing monthly from the treasury of the State of Indiana. ..'
