PARAGUAY, revolt-torn South American nation, is in a state of war the government has announced, and as a result the military forces of President Higinio Morinigo have the power to suspend any laws and draft men, property and money. Announcement of a state of war came after government sources claimed a number of soldiers had deserted the insurgent forces and surrendered to government troops operating between Asuncion, the capital, and Conception, the rebel stronghold.
