BRITAIN DENIES POLISH THREAT Yugoslav charges that activities of Polish troops in Italy are "hostile" to Yugoslavia and constituted a "threat to peace" were officially denied by British Foreign Secretary Ernest Bevin. The charges were made in a Yugoslav memorandum handed by Russia, with an accompanying note to United Nations Secretary-General Trygve Lie Saturday and distributed to members of the United Nations Security Council.
ASSERTS CODE-CRACKING ADVANTAGE GONE A naval intelligence officer said last night that disclosure of America's codebreaking secrets in the Pearl Harbor investigation has "knocked the props" from a pillar of national security. Capt. Edwin T. Layton gave that as his opinion in response to a question from Senator Lucas, Democrat, Illinois, at hearings of the Senate-House committee investigating Japan's Dec. 7, 1941 attack.
WALLACE SAYS AMERICA MUST HELP PRIME COMMERCIAL PUMP Secretary of Comferce Henry A. Wallace, calling for support of the four billion dollar loan to Britain, said last night the United States will have to furnish most of some $15,000,000,000 needed to refinance world trade for a three-year postwar reconstruction period. "We may not want to be the only big creditor nation in the world," he said. "But that's what we have to be whether we like it or not." Wallace spoke at a dinner session of the Chicago world trade conference, sponsored by the Chicago Association of Commerce. Asserting that free enterprise can survive only in an atmosphere of confidence based on poth world political and economic security, Wallace said that about 10 per cent of all jobs in United States agriculture and industry depend directly on foreign trade.

SECRETARY OF STATE (To be elected this year.) The office of Secretary of State is a constitutional office. The term, which begins December 1, in even-numbered years, is for two years and no person is eligible to serve for more than four in any period of six years. The annual salary is $7,500. The duties of this office idll into three categories. The first type, the traditional Secretary of State function, includes attesting official state documents such as constitutional amendments, statutes, proclamations and commis sions issued by the Governor, i Most of such official documents Oro i tho npvmmpnt mstndv nf this office. In this category also ing, publishing, and distributing the statutes enacted by the Gen eral Assembly. j The second iype of function performed by the Secretary of State is his ex-officio service as the Securities Commission. This, commission, the- only one-man commission in the state government, is charged with the administration of laws regulating the issuance and sale of corporate securities in the state. The Secretary issues charters ot incorporation and receives reports minually from all corporations chartered in the stale. Additional duties of Secretary of State: Bureau of Motor Vehicles. The third general function of the Secretary of State is his responsibility for the registration of motor vehicles and the licensing of motor vehicle operators, including cha'-iffsur?. He is designated by law as the Commissioner of Motor Vehicles unless the Governor transfers this responsibility to some other department or appoints another jcommissioner. The Secretary of State's office, to facilitate the is.sunvuc of in o lor vehicle and drivers' licenses, works through a larpe number of Auto License Branch offices throughout the state. Branch office managers are appointed by the Secretary of State and derive their entire compensation from fees and service charges. The fees cover the clerical work involved in making out the application, including the notary fees involved.
