SEEK CHURCHILL PACT MADE WITH FDR A proposal that former Prime Minister Churchill be asked to testify about his con-
j versations with the late President Roosevelt threw the Pearl Harbor i committee into a stormy row. It came from Senator Homer FerguJ son (R-Mich.) after the committee had heard Adm. Husband E. I Kimmell say that five admirals of his former Pacific Fleet staff j backed his view that Washington was largely to blame for the Dec. ' 7, 1941 disaster. After Kimmell" was excused from the witness chair for the day, the committee held a brief open session to receive certain exhibits prepared by its counsel. It was then that Ferguson proposed that Churchill be asked to testify about the conference of President Roosevelt and the then British Prime Minister at sea in j August, 1941, which produced their "Atlantic Charter."

STOCK MARKET ON CASH BASIS The Federal Reserve Board raised the margin requirements for stock exchange trading to 100 per cent effective Monday. The drastic step, designed to check speculation and curb inflation, will have the effect of halting any more dealings by the public "on margin" on the stock exchanges.
' Persons who want to buy or sell listed securities will now have to l post 100 per cent of their market value with the brokers. The rej quirement has been 75 per cent since last July 5, when it was raised from 50 per cent. The order also means that where dealers hereto- ! fore could lend' customers 25 per cent of the value of the securities in their accounts for further trading, after Monday there can be no I more such loans. V .

UNO ORGANIZES SECURITY GROUP The United Nations Security Council proposed as the custodian of atom bomb factories and all the other arms plants in the world was formally organized yesterday for its task of preserving the peace, using force if necessary. The 11-nation .council was constituted at 9:10 A. M. Central Standard Time, around a "good luck" horseshoe table in Church House, Westminster, at London and members declared at the historic opening session that upon the council primarily rested the world's hope of lasting peace.
