".PHONE STRIKE OFF PENDING 30-DAY NOTICES The National Federation of Telephone Workers' executive board said last night a strike of 250,000 telephone workers would be delayed 30 days and that it had requested withdrawal of pickets from telephone exchanges. HALF OF ARMY'S DIVISIONS GONE Demobilizations has knocked out more than half of the Army's divisions and a third of its air' forces. A study of War Department records disclosed that of the 86 combat divisions when the Army was at peak strength, 46 t.have gone out of business.
CHINA, WARFARE HALTS SLOWLY The government and Communists charged each other at Chungking with violating China's truce agreement, but the flurry appeared subsiding as the midnight cease-firing deadline neared last night. Chou En-lai, the Communist negotiator, lodged a formal protest against advances which he said government forces had made in Jehol, but was assured that the government would cease all operations in the province by the deadline, as agreed in last Thursday's truce. Later, however, a spokesman for the National Military Council alleged the Communists themselves had violated the truce. .
