The War Production Board has lifted many restrictions, but the acute shortage of critical materials (such as poles, wire, transformers) and manpower needed for this work makes it impossible for us to "build such extensions as fast as you and we would like to. We hope this' condition will soon ue relieved, but until the Pacific wa, is won, we must ask you to bear with us. We are doing everything in our power to procure the needed manpower and- materials, and are proceeding with extensions as quickly as w can." '
