Manpower Commission starling immediately, according to Carl Chitwood, Assistant Area Director. Mr. Chitwood stated that this program is mandatory under orders of the Regional Office of the Manpower Commission,, and extends to all areas in the Region, which comprises Indiana, Illinois, and Wisconsin. The 'Priority ' referral program provides that all employers, except agricultural t employers, or others specifically exempted, may hire workers only with arrangements with the Employment

service. This new program applies to all employers, regardless of the size of the establishment,' or the number of persons employed by the firm. The objective of the priority referral program is to refer workers to jobs in the order of the relative importance of these jobs to the war effort. "Referrals will be offered workers in the order of the manpower priority designation assigned the order by the Area Director," Mr. Chitwood stated. These priority designations will be assigned after consultation with the Manpower Priorities Committee which is composed of the representatives of the procurement agencies and other government agencies responsible for deviding the relative importance of various jobs to the war effort. "The -order with the highest

manpower priority rating will be offered first, and so on down through the descending list of priority openings," Mr, Chitwood added. Mr. Chitwood stated that the purpose of the manpower priority designations is to determine which establishments hive' first claim to the available workers. A manpower priority designation indicates the degree of preference to be accorded an order for workers listed by an employer' with the U. S. Employment Service. The priority designation is only assigned after the responsible precurement agency, together with representatives of other procurement agencies have dismissed the urgency of the production for which workers are needed, and the relative urgency of that production as compared to other production in the area. Certain types of hiring are exempted from the provisions of the priority referral program. These exemptions are: any new workers for agricultural employment; a new employee for work of less than seven days' duration, or for work which is supplementary to the employee's principal work; as employee in any territory or possession of the United States, except Alaska or Hawaii; an employee of a foreign, state, county, or municipal government, or their political subdivisions, or their agencies or instrumentalities; a new employee for domestic service; a school for teaching at the termination or the rehiring of a school teacher teacher for vacation employment cf the vacation period; a veteran of World War II: female workers

in areas which do not have shortages of female workers for job openings in any of the priority categories. The last named exempted will be requested for Terre Haute and will apply,, in addition to the others, since there is ample supply of female workers available in the Terre Haute Area. The Program provides certain standards of referral to protect the rights of workers and employers. To as great a degree as is consistent with war needs, workers will be given the freedom of choice of jobs they wish to accept, and employers will be given the freedom of choice among workers they . wish to employ. . - The worker will be ' offered successive job openings on the basis of their relative urgency to the war effort in other words, on the basis of their relative priority designations and due consideration will be given to the individual's occupational qualifications and his prior rate of pay or earnings. As long as tMs .Area does not go into a Oroup I or II labor market classification, and as long as there are no job openings in priority categories 1, 2, or 3 remaining unfilled, the workers will be offered job openings in priority categories without limitations as to the number of job3 offered. However, no workers will be offered non-priority rated jobs or jobs in unclassified activities unless (1) the worker is not needed in a priority, essential or locally needed job either within or outside the area, or (2) the worker has good cause for refusing to accept referral. The reasons recognized as just-' ifiable reasons for refusing referral on a particular job opening' are: (1) if the referral is. not in accordance with tp tanards of orderof referral, (2) if, as. a condition of accepting the job or continuing in the offered employment he would be required to join, or refrain from joining, a labor organization, (3) if the referral is to a job vacant because of a labor dispute, C4) if the wages or working conditions of the job offered are below standards fiyrd by; nnniivit law, (5) if the wage rate offered is less than the minimum . of an "iiDliable bracket fixed by the T'p.r Labor PnnH "f-?r the "occupation and locality, or is less th?n such amount as has )een determined by the War Labor Board for the industry, area or region as necessary to. avoid sub-standards of living, or is less than 50 cents an hour, (6) if the worker can show that the job offered would .involve ftr him an undue personal hardship. Full appeal rights for both the worker and the emplorer are guaranteed under the program. Any act or failure to act which is deemed to be unreasonable or unfair can be appealed. Workers will be offered referrals to jobs in the following ordr: (1) to jobs utilizing the worker's highest skill, in the order of the relative priority ratings of the job openings, (2) to jobs utilizing a skill closely related to his highest skill, in - the order of the relative priority ratings of the job openings, (3) to jobs for which the worker is qualified, but not necessarily utilizing his highest skill or a skill closely related to his highest skill, in the order of. the re'ative priority ratings of the job opening, (4) to jobs utilizing the worker's highest skill in activities which are essential or locally needed, but which do not have priority ratings, and (5) to jobs utilizing a skill closely related to his highest skill in activities which are essential or locally needed, but which do not have priority ratings.
