DEFY IMG GOVERNMENT. The United States government, acting under orders from Congress, tries to make J. Ogden Armour, one of the richest men. tell about his dealings in wheat. Mr. Armour very emphatically tells the government that it is non of th'j peoflert buslnrsa how much he bought or sold of the nation's supply of wheat. lie did testify that none of the wheat he bought was ever delivered and that he did not grow one bushel of the many millions he sold upon the board of trade. That attitude of this gigantic trader in the prices of wheal-, for he did not deal m the wheat Itself, is rpjite likely to be of interest to the men who grow wheat and the men and women who eat bread. There is a growing belief in this country that the aU- upon the grain exchanges instead of being of anj' service to the country are disurbing influences by permitting- those who g;.mble upon prices, upon the rainfall, upon droughts In Kansas and half storm.? in the Dakotas, to fix the price which ia paid for the wheat and which in turn must be raid by those vvho consume it. A year nga the farmers' bloc in Congress, the one denounced by the president, forced the passage of a law to prevent speculation in foods and practically abolishing the grain exchanges. The law ws based upon the belief that prices of wheat should be based upon the law of supply and demand, rather than upon the matching of dollars or wits by thofe who never raised a bushel of wheat and who would not recognize a wheat held if they rode past one in their limousines. Tns law w:is killed by the courts, for courts, even if they do follow fubllc opinion, follow slowly enough to permit a few final rnlds upon the public. The refusal of Mr. Armour to testify will arouse the suspicion that he haa something to hide and that perhaiM his gigantic trades in wheat a yearyago in May hid a great oeal to do with the sudden fall in prices which left the American farmer the loser by many millions of dollars. The refusal to reveal the details of any business, when requo.-tcd by the government, sets a very bad example for tho-p who have other things than trades in wheat to hide from the public. It brings the power of Congress into disrepute. It will certainly result in a more persistent demand for the abolition of the exchanges where men who trado upon them are ashamed of their ranactioni'. If anything were needed to accelerate the movemer: which began in the Ncn Partisan league for state owned elevators and state controlled marketing machinery for the farm products, it will be found In just such incidents. It now remains to be seen whether the trade comrn!tv!on. charged with the duty cf obtaining; facts, y-U be as relentless in is pursuit of.thls knowledge and of answers from Mr. Armour as it has been when confronted by men of no millions and no pre.-tico. If the crovernment is to retain any dignity and any prestige, it must enforce its power, no matter who the witness may be. No man can be bigger than the government in a republic.
