Por the contract price of 133,274. made in 1320. tho construction company will build a road IS feet wide instead of If. as originally specified, and widen tin present 14 foot highway from the we limits of Mihawaka to 1 feet. The TT.khart. county commissioners this week authorized the improvement of the North River road from Klkhart city lhmts cast to the St. Joseph county linet to be Improved with concrete at a width of IS feet. The St. Joseph county commissioners indicated that the road bed would be changed from 16 to IS feet to conform with the highway leadins out of Klkhart and making- another direct link between the two cities. Old Contract Stand. Th" present 14 foot road bed in this county which extends from th" west city limits of Misihawaka to the Kennedy" school house east of that city will be widened to IS feet at a cost of $2 per lineal foot, according to the proposition submitted to -the county commissioners by tho Iteith-IUley Construction Co. Whether the contract of 1920 made at a time when prices, were at peak was offset by the proposal to bid a roadbed two feet wjder than o.dginally specified without additional expense was a source of debate. Noah C. Lehman, county commissioner, present at the council meeting declared It to be his belief that the extra two feet would compensate for the increased cost. Mr. Reith also explained that the cost of the IS foot roadbed at 1922 prices would compare faborahly with cost would compare favorably with cos. In view of the council's action the county commissioners are expected to accept the construction company's proposition and authorize werk to be begun immediately,' one of the contingencies of the proposal. Consider Iludgcts. The county council met Wednesday morninsr to consider deficiency appropriations for various county departments. In several instances they compared deficiency appropriations of this year with last and where larjrer amounts were sought they called In the heads of various departments for an explanation. In considering the cost of appraisal of Portege township, the council authorized Auditor Clarence Sedgewick to seek a comparative cost of this work from the state board of accounts for cities of similar size to South Bend. Word wajj received here late yesterday from New York of the ree-ipt of a special cable message th-re from Paris telling of the arrival of the American Good Will Delegation in the French capital. The Delegation on which ML3 Helen Gregory is the South Bend representative, had mailed from New York cty last Wednesday, S7 members comprising the party. According to the cable, the delegation was received in France with great enthusiasm. 10.000 persons jamming the St. Lazare terminal station at Paris to greet the Americans when they arrived at 4 o'clock yesterday afternoon. Automobiles were on hand at the station to convey the delegates to the Hotel Moderne, the machines being repeatedly held up by crowds seeking to shake hnmls with th" Amerian. Similar scenes were enacted at Havre when the liner "La France" docked there at 7:30 o'clock yesterday morning. Miss Anne Morgan, chairman of the American committ" for Devastated France, was the fjist to welcome the delegates having l.o.irded the liner outside the harbor at 4 o'clock. All of the young women had risen early and were on de k even at that hour for their .glimpse of the shores of the Franc made immortal by Join of Arc, Marshal Focli and others. Trndrml Jtcccption. Hundreds of French residents were present at the dock to greet the Americans and to enthusiastically wave American flags. A reception was then tendered the delegates byFrench officials and representatives of the American embassy, .after which they were taken to Paris in a special train. All of the delegates enjoyed the seven-day sea voyage immensely and none suffered from sea-sickness, according to the cable report, as the ocean was calm throughout the journey. A busy month now awaits the S7 delegates as they will tour the battle fields and other sites of Interest before returning home.

OFFENDING MOTORISTS GET SUSPENDED FINES Henry Chrlstman, Jr.. and George Aldrich, charged with parking their cars in "no parking" areas, were each fined $1 and costs by Judge DuComh in the city court Wednesday afternoon, but the payment of fines and costs was suspended In each case. Christman and Aldrleh. with Joseph L. Nolan, who?e case was st for Thursday, were arrested Tuesday nicrht for parking in frort of the Oliver theater. It was explained to the court that the "no parking" siens in front of the theater have have not been observed, and tha? there is a great deal of misunderstanding about when parking is permissable and when it is prohibited at this point. Nabbed by Police Detail in Two Late Raids. Two keepers of alleged houses of ill-fame, one inmate and seven frequenters were arrested last night in raids on the i daces at 110 W. Colfax av. and 435 W. LaSaile av. Capt. Hamilton. Sergt. Delinski and Officers Klsh, Winthers, Pinter and Whitmer conducted the raids. The Colfax av. place, known as the Knight hotel, was raided at 10:30 o'clock, resulting in th" arrest of Lena Knight as keeper and Dorothy Fuller as an inmate. G. A. Slater, Toledo. O.. O. C. Slater, Lima, O., Ed Hoyt and Earl Sisoo, Dowagiar, and Dane Gray and Ted Leach. Marcellus. Mich., were charged with frequenting. The keeper and inmate furnished bonds of $50 and $25 respectively while the frequenters, unable to furnish bonds, were held at the city jail. The Knight woman is an old offender, according to the police and has been repeatedly warned to leave the city. The Fuller woman was ordered to lea.ve the city when tried on a similar charge two weeks ago but returned after four days' absence. The same detail entered the LaSalle av. house shortly after midnight, arresting Nellie Orr as keeper. Peter Boos, 122 N. Main st.. was charged with frequenting. Bonds of $50 for the keeper and $25 for the frequenter v-5re furnished for appearance In city court this morning.
