NAVAL BASE PROJECT IS DELAYED BY U. S. WASHINGTON. May 9. Congressional approval of the $100.000.000 naval base project at Alameda. Samara, One of Provinces Suffering Mn?t Severely From Famine, in Good Shape I'y Associated Tress. SAMARA. Russia. April 12. (By Mail) There is ample livestock
in Famrtra province to work tho fiMs and harvest the crop of 192 2. despite the fact that It suffered most severely from famine. The rugged. BhaErgy, little, horses, preat, KToanim? camels and slow moving oxen of the famine regions have withstood the winter'.s hunerer as well or even better than the sturdy peasants. In isolated spots totally lacking in fool the livestock as well as the Tople has suffered tremendous mortality. Thou-ands of draft animals have fallen dead in the road while hauling precious food over the
snows to tho village. Others have been slaughtered for food but by far the great proportion have grne through the winter and now, with reen pastures only a month or so off, are !n fair shape for work. M. Ryazonoff, Commissar for Agriculture of Samara province, ays there, are still more than 20O.O'O head of workable livestock left, or 90 per cent of those available in X2l. Feasants who have seen members of thir own families and neighbors die of hunger have saved their camels, horses and oxen. Except in villages where starvation knew no bounds, they have not killed thir beasts, even when they knew that a few pounds of horse flesh might mean a week's life to themselves. Horses were more precious than humana. Without livestock, no food could be broug-ht from the railways and the seed for the next year's crop would lie useless in the box cars far
from the fields. Ragweed and other vegetables ordinarily considered of no food value, h.;e be.-n used for forage. The animals have been able to do only about half the work thr.t a well fed beast would do. Most of them, particularly the camels, present a woebegone appearance. These, dromedaries groan continuously as they lumber along the snow roads at a rate of three, or four miles an hour, prot?tin over every bump or snow drift in the road. Nevertheless, they drag loads of more than a tone 15 to 2 0 miles a day. The horses pull at least half of thi3 load. F.ven with the scarcity and dearnesy of forage, the peasants whom tr.o correspondent encountered were not selling their live stock cheaply. Before the revolution, a good big work camel in Samara province could be bought for 4 0 to T.O ruble.. This represented $20 to $2". The r.o, 00-0,000 to r,o.oor,ppo rubles nowasked for camels in. this district represents only about half that amount when figured In gold but, compared with prices asked for other commodities, livestock is still hold at a high figure.
