InMirance Expert Tells How Insurance Premiums for Autos May he Cut. NKU YOKK. March 2a. When the motoring public shows a concerted movement toward prcater care in driving, then will automobile insurance premiums come down. That is the message, smacking of advice, from A. I?. Koome. New York insurance expert who has been investigating methods tending to reduce auto insurance rates. Until that "minimum of carelessness' in driving is attained. Koome says, lower rates will have to be achieved by other means. Such are: 1. Making the motorist stand a fixed portion of the loss. 2. Kequiring a hill of sale with eaoh purchase. 3. Federal registration for the life of the car. 4. Vigorous and prompt enforcement of traffic and theft laws. f. Installation of approved theft devices. Owner Tart Insurer. "The most promising means we have found to lower insurance rates is making the assured a co-insurer of his car." says lioome. "That is. making him stand a fixed portion of the loss. This increases the care taken by the owner. "On the co-insurance . basis the reduction in premiums is about 75 per cent, where theft, fire and cob lision insurance also are taken out On theft insurance alone the reduction is '20 per cent. "Iiut as this form of policy is only optional with the companies, insurance brokers in their desire for business have not been pressing It. It should be made mandatory on all companies. "Theft devices are useful only in that they delay the pet-away. There, are 75 such devices which have been approved by the Underwriters' laboratories in Chicago and for use of which a reduction of 15 per cent is made in the premiums. "Hut after all. the quickest reduction in rates would come with the; elimination of carelessness on t ho part of the car owner."
