Thus three boats from three separate departments, manned by three forces, do the work that one boat might do on a single trip nnd thus save twothirds of tho expense . This Is but one example of tens of thousand where similar economies miht be affected and the governmental servive simplified. Every department of government rents quarters for its activities in practically every city of considerable size In America and, in somo Instances, all over the world. Kcntal agreements are made by each department without reference to rental agreement by the others. As a result the government's activities are housed in separate buildings.
