As a result, in 1014-15, I had decided to orpanie a powerful Pacific fleet, which could be united with the Atlantic fleet within a few days' notice. The world war postponed its creation. Navy ".Vol" Ditiricil. It is a mistake to speak of the navy as "divided" into two fleets, in the sense that two fleets are widely separated, and therefore, do not support each other. The more correct expression is to say that the navy is orpanUed in two preat fleets, each composed of tho same number of divisions of the various types of ships which po to make up tlfit tactical organization called a fleet. This is true because the Panama canal permits iho two fleets, at all times, to b in close touch with each other. I'ither fleet could be sent from the maiu stratepical positions on one coast to those positions in the other coast, within comparatively few days, and as this period is less than that in which any enemy of any important fJtrencth could attack either one of our seacoast?, it is evident that in no way does the two-fleet orginization plan weaken the protection of either rf our coasts.
