Fortunately, the. city manager plan ha a background of real experience, in tho courso of which cities have learned a number of important lesions about applying the id"a of simplified government. In tlu light of advances which have heen mado in the past five years, tho first steps toward simplicity now sem crudo and inadequate. Hut they had to bo taken. Tho beginnings were mado quite by accident at Galveston, in 1901. Tho city had been devastated by a tidal rave. Tho old cumbersome government with its numerous ward councilinen and sundry ingenious devices to prevent action, wad simply uneaqual to the situation. Imedlato action being imperative, the governor appointed a commission of five men to get busy and straighten out the town. Tho people, of Galveston were so phased: with tho result that they b t the commLssLon be made permanent, but elc-ctlve. In the Galveston commission, each member of the commission a constituted a committee; of one in charsu of a group of functions such us finance or public works.
