Monsigner Dougherty will be the only new American cardinal named at theh next consl.stary. Archbishop Mundeleln, of Chicago, and Archbishop Hayes, of New York, although they probably will receive the red hat befor long, will not be included in the appointments in March even as cardinals re-served In IVctore, as the pontiff generally has recourse to thi system only when there are weighty reasons not to publish immediately the creation of certain cardinals. The most recent example of thij was the 191 ß consistory' when the pope created several new French cardinals but reserved in pactore Moivsignor IJurtrarn, Archbishop of Cressinu. and Mopsignor De Huyn. Archbishop cf Prague. The pope considered it unsuitable during the war to publish the creation of two new cardinals belonging to the central empires. Onc- the war was over, Monslgnor Ilertram was proclaimed cardinal in th consistory of December, tö 19. but the appointment of Monslgnor De Huyn, who was obliged to leave his diocese to the Czecho-SIav, Monsignor Kordao. wa.s never published and perhaps never will be. Commenting Sunday on reports of serious friction among republican leaden?, the president-elect declared he knew of no feeling on the cabinet question which did not grow out of the normal and proper activities of the friends of contesting aspirants for places In his official family. He paid he was satisfied with the progress made and felt the whole situation was tending to a happy solution. Mr. Harding mentioned no names nnd did not refer directly to published stories that some republican senators had vigorously opposed certain tentative selections. He did deny, however, stories that he was encountering more delay than he had expected in completing Its cabinet slate. Ivocehcs Petitions. One of the movements which has taken on greater proportions recently is that for selection of a southern republican to the cabinet. The president-elect said he had received many petitions In support of Rep. Klemp of Virginia and several others from southern states, but regarded these as more personal than sectional in their nature. He would throw no light on. his intentions in regard to southern representation on the cabinet. Although Mr. Harding is consideringthe question of diplomatic appointments alonr with the cabinet problem, it is not expected now that he will attempt any selections for diplomatic posts before inauguration. Some of those now considered for tho cabinet may later be transferred to the ambassadorial list, but the cabinet personnel will be definitely determined first. Sunday the president-elect haw Sen.
