Keller says that h is the duly rlettcd and authorized treasurer of St. Joseph county, and as such, is ex-officio treasurer of the city of South Dend. Previous to September, 1919. he says that the ?alary of the city treasurer whose duties lie has performed, was J2.0G0 a year. Cy an act of the city council in September 1919, this salary, according to Keller was Increased to $3,000 a year. Keller says in the papers filed, that it is Swygart's duty to si?n all warrants, -rdera and demands, drawn upon the city of outh Bend. Without the city controller's signature, no demands made on the city treasury can be cashed. Appropriated, Said. Since his election, Keller claims
