The New York and California anti-glare laws are considered to be the most scientific as well as the most drastic in the nation. They are based on recommendations made by the Society of Illuminating Engineers, those preat illuminating authorities who gave the nation the present uniform regulatory laws governing railroad headlamps. Now York, Pennsylvania. Wisconsin. New Jersey and many other states, which have exacting antiglare laws, have already issued certltlcatea of approval, or the equivalent of theso certificates. In those states where ro certificate of approval is required, the 2-AVay headlamps either comply or can be made to comply with the spirit of the local regulation. Only Four South Benders Remember License Number

nr jrLir w. m:vi:u What is your automobile liene number? What would you do tf your car were stolen'.' Could yu give the police the data needed to help you recover your car? Would you have to waste much valuable time in telephoning, home first to find out what the number was? Or are you one of the few who merorize their license numbers? Thes? are some of the vital questions that the automobile driver hou!d be able to answer favorably. It was thought that one of the best ways to get an average of the number of people who know their license numbers would be to any 10 drivers, picked at random. So the writer asked ve men and five women in the. busin ss section of the city who wer auto drivers. Hy finding the number of people out of 10 who knew their numbers one could find an approximate a vera g. for if only one knew the number the average would be 10 pr cent. The following people were asked: T. Kilgore, Hfe Insurance man. correct. Mrs. J. W. Muesell. failed. If. F. Oarrleld, salesman. correct. Mrs. C. W. Zehner, all except the first number correct. Walter Roper, transit driver, did not try. Mary Hyde. did not try. J. II. Stlckley electrical contractor, correct. Mrs. Isabelle Oreiger. did not try. Joseph E. Bcckcrleh. chicken fancier. correct. Mrs. Wilbur Warner. failed. The abpvo records show that four (and thoe four men) had their license numbers memorized. This means that there are approximately R0 per cent of the automobile drivers In South Bend that do not know their license numbers. One of the men had to change Jicense plates and he remembered the new number that he was given. Another of the men who had his number correct said the first th'ng he did when he bought new lie . ;e plates was to memorize them. This is the right thing to do and if all automobile drivers did that much of the time that is usually lost in finding "where A HOPEFUL SIDE TO RISING IMMIGRATION BY imTXG WEST. A great deal of concern has been expressed over the rising tide of immigration, but there is one phase oi tho question which is not without promise. P'our out of five immigrants now arriving in this country are wives an! children of f oret;ried.-? a'ready hen-, the restrictions put by european countries upon the exodua of their male citizens making it difficult for many of them to pet a "'ay. The arrival of these wives a-.d families should have a stabilizii g influence upon the husbands and fathers to whom they come. America will now be home In the fuiks sense. Americanization should progress, and- restlessness subside. The women, fresh from the horrors and rigors of life In central Europe, will be kindly disposed toward America, the children will go into school, and among both women and children the doctrine of good citizenship should fall upon fertile Foil. Moreover thia 'preponderance of feminine aliens should set at rest, the fears of those wro foresee injustice to American workmen Ii th; incoming tide. The women wi'l not compete in any overcrowded fWds, and dividing the entire total cf arrivals by five will reveal the fact that not enough men are coming to complicate th industrial situation to any grave extent. written, down" would be 1 When the license is bought a little card is required to be filled out. One md of this card you are given an.l on it Is your license number, engine nurober and other "earmarks" of your car. Some of the people asked had this card "somewhere at home" but they did not know Ju?t where. One of the women aked had the card newed ia a little pocket near the steering wheel. This is alFO a good policy but If the car were stolen the card would g v Ith it. Sergeant Rudir.skl of the local police station said that only about two out of ten that report thefts know their license numbers but have to ither go home or phone to find out -e hat it is. And nil that while the thief ja going farther and farther away. Some, says the sergeant, even have to find out from the county or state records what their own license number Is. An auto thief ran easily chance th license plates ort your caj- after h" once has it but It is very hard it him to chancre other earmarks that y." may have put on the car yourself, it would be a good rlan to memorize the engine number for thatis a hard thing to change One of the men asked by the writer said that he could tell his car if ho ever mw lt. His method was novel, and clever He had taken off the glass that covers the numbers on his spfriinmetrr and where It registered "' miles an hour he placed his Initials. The average auto thief would not think of such a place to look for an identification mark ami the owner could prove his property beyond a doubt it he ever saw the car. Other ways have been devised to foil the thief. They range from notching the gasoline feed pipe to scratching the initials on the exhaust pipe. The law has a long arm and will be able to protect you if you help It by protecting yourself to some extent. One way by which you can do this Is by memorizing your license number and marking your car so you can give the police an accurate description of the Jost property.
