CITY AUTHORITIES TO TAKE TROUBLE BEFORE COUNCIL

Board of Health and City Controller Declare Armistice. "Dr. Freyermuth wanted to kiss me this morning and sign and armis- tice," declared Controller John Swygart, Thursday morning in giving his side of the war with the secretay of the health department. Continuing the Controller said: "I've got 'em licked and why should I give up? At any rate we will wait and see what the council de- cides." Mayor Carson said he would have nothing to do with the affair but if "Johnnie" and "Emil" could not agree he would take a hand. The mayor admitted that it might be necessary to inflict corporal punishment on Emil George. In the meantime while the war between the secretary of the health board and the city controller is waging the venereal disease clinic is incurring a large amount of unpaid bills. The controller claims that he has no authority to pay these bills and says there is no law to make him pay the bills for wealthy venereals.
