LONDON. July 2 4. Another chaiw In ihf government rcliey toward Ireland Is expected to b? announced within a few days. But the cabinet has not yet been üble to determine fully what It will be. The cabinet, which wrestled with the problem aain today, is havingdifficulties within itself. Some of Premier Lloyd George's friends tay that he is willing to give Ireland almost anything except a republic, but th Tory elements in the cabinet ar reported to I f in favor of utrcngthening the military, and, If necessary declaring martial law in Ireland. The proposition to attempt negotiations directly with the- Kinn Kein leaders is reported to have received much less attention at today's meeting than was the ease three or rour days ago. Notwithstanding the fact that .onie members of the government profess a desire to end the strife through open discussion, the opinion of the cabinet as a whole Is said to bo that the Sinn Fein would Ignore an Invitation to a conference.

The current lull in business, to which writers fo frequently make reference, Is relative rather than absolute, j.s concerns production relative to the excited pace of tho past year. The reluctance of the public to buy at present high prices Is natural and whole-some, but eloes not signify that expansion has reached ita limit. The country Ins scarcely begun to makegood the shortage of certain goods, housing, and railroad equipment occasioned by the war. American industry fnces a period of activity indefinite in extent. Manufacturers in a majority of line? have no accumulated stocks of finished goods to offer and apparently have no intention of accumulating any, witness the shutdown of the American Woolen company's plants. They are resisting the pressure of Jobbers and retailers in behalf of lower prices. A test of strength has come between the producers ami the distributors. If tho latter are consistently supported by ihe public, the outcome can not be in doubt. The distributor's reluctance to buy is, in fact, nothing more than a reflection of the consumer's attitude. Producers are accused of artificially restricting production because they are unwilling to sacrifice" u part of their enormous proli'.s.
