By MRS. KITLLOCd IWIitlWNKS. Member lin-cutiio Committer Imiwraüc National Committee Iiy United I're: SAN FRANCISCO. July 3. niirnpses: Platform submitted and a fiht on. Mr. Rryan within 10 feet, opening the minority report, mellow voiced and mellifluous The crowd is ho glad to sec him that It is difficult for him to start, but. one he Is off, stillness. He reads his recommendations. He is followed by Mr. Rourke Cockran, who seizes thU opportunity to make a last desperate plea for light wines and beer. He is
brilliant and powerful and gifted j
wun a ncn now or eloquence muddied by the essential earthlness of his argument. After him Mr. Rryan Is like a large placid !ake, absorbing and purifying all little streams. A Picture of Bryan. Mr. Rryan, great-hearted, human, clear-minded, plausible, sentimental and wily as a dove. He is speaking with an expense of vitality which leaves him breathless, and makes one realize that he is getting older. Growing old, yes, but swaying the facile emotions of men. and getting shame-faced, defiant New Yorkers on their feet to testify, amid cheers, that they are glad tho saloon is done forever. He is the most lovable public man In the world. One may question his wisdom but never his essential honesty of soul. One may agree with him or not today, mostly not one may think him inspired or misled, but one may concede that his peonle love him. A roar of affectlonal applause swells out as he finishes, and presently the states begin to march. One by one they bring their standards to him on the platform, and he takes "Nebraska" and stands with the Ftaff in his hand. They come on first the dry states, then slowly but Inevitably the others. Through it all Mr. Rryan. still a little breathless, with smiling eyes that keep watch on states, stands waiting. He never forgets what he wants in the excitement of his great ovation. Uko a I la liquet Speaker. He is followed by the secretary of state who speaks as if ho were at a banquet, instead of standing on the prow of the platform, overlooking the hungry and clamorous crowd. He makes his points with great precision and a fin- use of his humor. His wit is like a rapier and it leaves a keen wound. The senator from Virginia comes next, opposing the great orator, and getting away with it. He his already read the platform to the convention an exhausting performance In itself and he and the other men who have been working on it have not slept for three days; his voice Is fagged, but he is high strung, vibrant and every inch of him a
fighter. He Is like a bantam attacking a turkey. He Is clever, fearless, cool-headed, honest and sure and he Is a master of satire. He says "I cannot be Intimidated on this or any proposition," and one knows he speaks the truth. (la NN Congratulated. And then they vote, and Sen. Glass is overwhelmed with congratulations Mr. Rryan is among the first. Time goes on. Luncheon hour is long past and here, at last. Is the balloting. The delegates settle down to it gladly and begin to think of reservations home. The platform is filled up: senators and cabinet members, an ex-ambassa-clor or two and committee women packed it to'day. Friends bring in sandwiches but one cats them subconsciously. The first ballot drones on, and in the confusion the amateur loses count here and there and cannot tell just what has happened. The total scoro is announced. To some It Is more than satisfactory. What Did Illram Think? Another ballot and more satisfactory, or the reverse. A motion to adjourn! Horrors sweeps over the friends of the leading candidates. It is put up to the delegates and carried by tho chairman. They have been In session since 10 o'clock in the morning, and It Is now 9 o'clock at night Through it all the republican senator from California, Mr. Hiram Johnson, sat inconspicuously beside the platform. I wonder what he thought all day.
Restoration of Normal Economic Status Called Most Important. Dy United Press: B URLIN, July 3. Germany will not agree to any allied proposal mwk at Spa which the German people feel they will be unable to fulfill. Foreign Minister Simons told the reichstag foreign affairs committee odoy. He said the most pressing problem facing Germany was restoration of a normal economic basis and return of the German people to their work. Simons outlined the internal situation, stressing the need for raw materials and credits, Herr Helfferich. speaking beforo the reichstag meeting caused a stir by declaring the treaty would not have been so drastic if the entire German ration had stood behind tho government leaders who held out against signing the document. He blamed Mathias Krzberger for the harsh terms, saying I'rzberger had promised tho entente that the treaty would be signed In any event. Men Not Vet Named. Finance Minister Wlrth declared such talk at the present time was against the national interest, especially In view of German hopes for concessions from the allies at the forthcoming Spa conference. The government has not yet named the bankers and business men who will go to Spa. It was believed they will be sent after the conference opens, in the capacity of experts rather than orheial delegates, providing the entente approves such a plan.
