manency of the congress. Julian Mark, of Chicago, chairman of the meting, ruled the resolution out of oider and this precipitated a heated discussion which lasted for more than two hours. When the question was brought to a vote the chairman was sustained. 142 to 6. and the congress will dissolve at the close of the present session.
